Who enforces

The Department of Housing and Buildings enforces the elevator rules, and its Elevator Division does the inspections. For an elevator inspector, the city lists 914-377-6515 or 914-377-6570, and 914-377-6500 for the department.

Certificates and permits to operate

  • No elevator or escalator may run until the city issues a certificate of compliance, which costs $200 on top of the permit fee.
  • Each one also needs a yearly permit to operate: $350 an elevator, plus $400 in the year of its five-year test, or $400 an escalator. Property used only for charitable, religious or educational purposes and exempt from city property tax pays no permit fee.
  • Each passenger elevator gets a city serial number, posted in the car with its capacity. The latest inspection certificate is posted in the machine room.
  • The owner must tell the department about any accident immediately, and may not remove damaged parts without its permission.
  • Every passenger elevator must have a mirror in the upper corner opposite the entrance.

Licenses and permits

  • Firms that install or maintain elevators or escalators in Yonkers need a city license, on top of the NYS elevator contractor license. It takes an exam and costs $1,200, then $600 a year, renewed by Jun 30.
  • Installing or altering an elevator needs a city permit, applied for with plans in duplicate and NYS Department of Labor approval where it applies. The fee is $250 plus $15 for each $1,000 of cost. Repairs need no permit unless they change the type, power, safety devices or operating mechanism.
