Who enforces

The Commissioner of Neighborhood and Business Development enforces Chapter 50. For elevators, the city lists 585-428-9339 and conveyances@cityofrochester.gov. Permits go to the Bureau of Zoning & Permitting, City Hall Room 121B, 30 Church Street, 585-428-6526.

Certificates, inspections and reports

  • No elevator may run without a valid certificate of inspection. The city issues it within 10 days of a complete certification form and report, and it lasts one year. A copy showing the expiry date is posted in the machine room.
  • The certification form is filed before the last day of the month the certificate expires, based on an inspection no more than 30 days old. The fee is $150 an elevator, plus $100 if late.
  • Every elevator is inspected at least every six months by an inspector holding a NYS license. The city can shorten the interval, and inspectors send it a list every quarter of elevators that need more frequent inspection.
  • Reports and test results go to conveyances@cityofrochester.gov within seven days, quoting the elevator’s CONV number. Certificates can be paid for and renewed online.
  • Accidents are reported within 24 hours, and an elevator taken out of service is reported in writing within 15 days.

Licenses and permits

  • Rochester has no city elevator license. Since Jan 1, 2022, the NYS elevator contractor license is all you need.
  • Installing, removing or making a major alteration to an elevator needs a city building permit, applied for by the licensed installation company. Simple repairs need no permit. Mercantile and factory sites get their permits from the NYS Department of Labor instead.
  • Work without a permit costs at least $475 on commercial work, on top of the permit fee.
