Who enforces

The Department of Buildings & Regulatory Compliance (BRC) runs the elevator registry: 200 Henry Johnson Boulevard, Albany, 518-434-5995. In buildings held by a state agency, such as the Empire State Plaza, the state agency enforces the Uniform Code instead of the city. Privately owned buildings leased to the state stay with the city.

Registration, inspections and certificates

  • Every elevator, escalator and wheelchair lift is registered with BRC every year, with its city elevator number, machine type and maintenance company. The fee is $190 for an elevator or escalator and $115 for a wheelchair lift, dumbwaiter or sidewalk elevator.
  • Every elevator is inspected every six months by a firm holding a city inspector’s license, with QEI-certified inspectors.
  • Once the elevator passes, the inspector files an Elevator Inspection Certification Form for it, and BRC issues the Certificate of Operation.
  • A new or altered elevator stays out of service until its certificate is issued and posted in the machine room. For an existing elevator, the certificate is kept on the property for BRC to see.

Licenses and permits

  • Albany licenses elevator inspectors and installers. A license costs $250 a year and needs insurance and a notarized application. This is on top of the NYS elevator contractor license.
  • Only licensed installers can apply for an elevator permit, one per elevator, with layout drawings. The fee starts at $75 and rises with the value of the work. The finished work is inspected by a licensed inspection firm.
