Who enforces

The Elevator Inspections Office of the Department of Permit and Inspection Services issues permits and Certificates of Operation and enforces the code: Room 323, City Hall, 65 Niagara Square, 716-851-5240.

Inspections and certificates

  • Every elevator, escalator, dumbwaiter and wheelchair lift is registered with the city. The installer registers a new one within 7 days of it going into service.
  • The city asks for an inspection every six months; Chapter 167 sets a minimum of one a year. Inspections are done by one of the city’s licensed third-party companies, with QEI-certified inspectors. The owner chooses and pays the company.
  • The company sends its report to the owner and the city. Once every violation is fixed, the city issues the Certificate of Operation: $52.50 the first time, $36.25 to renew and $105 for a new elevator.
  • Violations are fixed within 30 days. City staff do follow-up inspections and spot checks.
  • Wheelchair and stair lifts in private homes need one initial inspection, and their certificate lasts 3 years.

Licenses and permits

  • Buffalo licenses elevator installers and inspectors, for two years at a time, on top of the NYS elevator contractor license. Installers need 7 years’ experience and pass a city exam. A company can’t hold both an installer and an inspector license.
  • Only a city-licensed installer can apply for a permit, with three sets of sealed plans. A new installation costs $105 plus $105 a stop, and an alteration $52.50 plus $10.50 a stop. Like-for-like repairs need no permit.
